The $12.5 million Cascades Parkway trail plan is posted and takes comments to Nov. 6. Meetings follow on a new Cascades library Nov. 2 and Old Ox Road Nov. 4.
Updated Oct. 31: The Oct. 26 hearing has been held. The county has posted the presentation and exhibits, and comments are open online through Nov. 6. The plan’s estimated cost is $12.5 million.
Loudoun County held a public hearing Oct. 26 on a new trail and sidewalk along Cascades Parkway in Sterling, about four miles east of Ashburn. Two more county meetings on projects in the same part of eastern Loudoun follow in early November.
All three take comments from the public, and each has its own deadline.

Cascades Parkway sidewalk and trail
The project covers Cascades Parkway between Victoria Station Drive and Nokes Boulevard, according to the county’s notice of the hearing. It includes:
- a shared-use path on the west side, from Victoria Station Drive to Nokes Boulevard
- a sidewalk on the east side, from Loudoun Park Lane to Potomac View Road
- new pedestrian signals and drainage work
The design hearing is a Virginia Department of Transportation requirement. Funding comes from local taxes, the Northern Virginia Transportation Authority and the state’s Smart Scale program. Plans and the online comment form are at loudoun.gov/SidewalkAndTrail.
The presentation shown at the hearing puts the estimated cost at $12.5 million. Preliminary design was finished in summer 2026 and is under review by VDOT and the county. The schedule in the presentation is:
- winter 2027: Board of Supervisors endorses the design
- spring 2027 to summer 2029: detailed design, land acquisition and utility moves
- spring 2030: construction complete and the path open
The project will need new right of way and easements from some properties along the road. The exhibits show the plan in detail. Comments go through the online comment form by Nov. 6, or by phone to the Department of Transportation and Capital Infrastructure at 703-737-8624.
A new Cascades library and senior center, with housing
The county plans to replace the Cascades Library and the Senior Center at Cascades. It also wants to set aside part of the site for attainable housing, according to its meeting notice.
On Sept. 15, the Board of Supervisors endorsed putting the new buildings and the housing on two separate parcels. It asked the project team for more site plan options. Housing is not allowed under the current zoning, so the site would need a rezoning.
The Nov. 2 meeting is a presentation with questions. An online comment form opens afterward at loudoun.gov/CascadesComplex. People without internet access can comment by phone at 703-737-8624.
Old Ox Road widening
Old Ox Road, Route 606, would go from four lanes to six between Route 28 and Rock Hill Road, the county said. The project would:
- become a median-divided road with turn lanes at side streets
- widen side streets, including Shaw Road, Davis Drive and Oakgrove Road
- add shared-use paths on both sides of Old Ox Road
- replace traffic signals and add a new one at Davis Drive
