- Framework score: 87.32, rated Meets Expectations, in the division summary

Rezoning. On Dec. 16, 2025, the School Board adopted Redistrict Plan 280, as amended, which changed elementary zones in the Ashburn and Dulles North area starting this school year, according to the board summary. Dominion Trail Elementary gave up territory: in the plan map and capacity table presented Dec. 11, before the board’s amendments, the school’s 2025-26 resident students went from 557 under the old lines to 498 under the plan. Its base capacity is 560 students, so that is 99% of capacity before and 89% after.

How we checked: we matched Loudoun County’s 140,707 address points against LCPS’s 2026-27 elementary, middle and high school zone layers. LCPS does not publish a feeder list, so the feeder lines and shares are our count; the zone lines are the division’s own.
