Ashburn is unincorporated, so “City Hall” is Loudoun County, and there is no town utility. You will deal with a separate water authority, one of two electric companies, a gas company if your home has gas, the Virginia DMV and the county’s tax offices. This page is the checklist; our other guides have the detail.
First-week checklist
- Water and sewer: Loudoun Water, 571-291-7880
- Power: Dominion Energy or NOVEC, depending on your address
- Trash: your HOA or a private hauler (the county does not collect)
- Driver’s license: within 60 days; car title within 30 days
- Car tax: register vehicles with the Commissioner of the Revenue, 703-777-0260
- Voter registration: update your address at vote.elections.virginia.gov
Water and sewer
Loudoun Water serves county residents outside the incorporated towns, including Ashburn. Use its online start-service form; it needs at least 24 hours’ notice on a weekday and is closed weekends and holidays, so call by 5 p.m. Friday for a Monday start. Check that your address is in its service area map. Renters’ landlords must file an authorization form first. Questions: 571-291-7880.
Electricity
Two utilities serve Loudoun, and your address decides which:
- Dominion Energy: start, stop or move service.
- NOVEC (Northern Virginia Electric Cooperative): start, stop or transfer service, or call 703-335-0500.
Ask the seller, landlord or HOA which one serves the home. Then save the outage numbers from our power outages guide.
Natural gas
If your home has gas service, Washington Gas lists how to start or stop service on its start-and-stop page; customer service is 844-WASHGAS.
Internet and TV
Loudoun County’s broadband page lists the wired providers serving the county, with service-area maps for the two largest:
- Comcast (Xfinity): comcast.com, 888-266-2278; office at 21730 Red Rum Drive, Ashburn; county-posted service map (PDF).
- Verizon Fios: verizon.com, 888-438-3467; county-posted service map (PDF).
Other wired and wireless providers are on the county page. To see who serves your exact address, search the FCC’s National Broadband Map.
Trash and recycling
Loudoun County does not pick up trash. Your HOA’s contractor or a private hauler does; the county runs the landfill and recycling drop-offs. Details: trash and recycling in Ashburn.
Cars, licenses and the car tax
From the Virginia DMV’s new resident page:
- Driver’s license: get a Virginia license within 60 days of moving (30 days for a commercial license).
- Title your vehicle within 30 days, then register it and get plates.
- Safety inspection: every vehicle needs an annual Virginia safety inspection sticker.
- Emissions: vehicles kept in Loudoun County must pass a Virginia emissions inspection before registration unless they have a valid certificate from the last 12 months.
Loudoun also taxes vehicles as personal property, so tell the Commissioner of the Revenue about each one; see the county’s new resident filing page and our property tax guide.
Property taxes and relief
Real estate tax is billed by Loudoun County, due June 5 and Dec. 5. Virginia assesses homes at full market value. Older adults, people with disabilities and veterans with 100% service-connected disabilities may qualify for county tax relief; first-time applicants have until Dec. 31. Details: property taxes.
Schools
Every public school is run by Loudoun County Public Schools. Look up your assigned school with the LCPS attendance finder and register online. Details: Ashburn schools guide.
Pets
Loudoun requires a license for every dog 4 months or older. Licenses run with the dog’s rabies vaccination, the tag stays with the dog for life and it must be worn off your property. Animal Services: 703-777-0406.
Permits and your HOA
Planning a deck, shed or finished basement? You need county permits and, usually, HOA approval. See building permits and zoning.
